This is the working public map for the IPAS paper trail: centre, supplier, company, holding entity, and named public-record person or entity where the evidence is strong enough to show. It does not claim that every payment supplier is a live IPAS centre operator; it shows the audit trail visible in public payment data and marks unmapped suppliers for follow-up.
Full dataset: payment totals and evidence coverage
Evidence rule. This page uses public payment records, official audit material, Oireachtas/government sources, company-register style evidence, and credible reporting. A named person or entity here is not an allegation of wrongdoing. “Unknown” means the public paper trail has not yet proved the beneficial-owner or centre mapping.
1. Choose a centre and follow the funding
Choose a centre to see its provider, supplier payments and ownership evidence. Your selection applies to every map and table below. Use Show all records to return to the full dataset.
Scroll the diagram sideways to follow all four columns. The evidence summary is below.
2. Centre and operator
The map and centre records follow your selection. Exact public addresses and approximate town locations are marked separately. Inspection dates and recorded status do not establish a current contract.
| Centre / location | County | Linked provider | Ownership / person trail | Status |
|---|
3. What is known about ownership
This board separates a legal beneficial-owner claim from weaker public-record trails. It shows whether each mapped provider reaches a named person, stops at a shareholder/holding company, or only has director/associated-person evidence. Rows marked as needing RBO still require CRO/RBO confirmation before they should be treated as confirmed beneficial ownership.
| Provider / company | UBO evidence status | Endpoint | Unresolved shell / shareholder layer | Linked centre(s) |
|---|
4. Reported people and companies
Reported roles are shown separately. A director, shareholder or historical operator is not automatically a verified beneficial owner. This section follows your centre selection.
Scroll the diagram sideways to see linked providers and centres.
| Person / entity | Evidence role | Linked provider(s) | Linked centre(s) | Confidence |
|---|
5. Ownership checks still needed
These are the outstanding checks for your selection. Company layers must be traced through every ownership branch before a beneficial-owner claim can be verified.
| Priority | Provider / supplier | 2026 Q1 supplier category value | Current endpoint | Unresolved shell layer | Next paper-trail step |
|---|
6. Supplier values and free-source reviews, 2026 Q1
This table follows your selection. Values cover January-March 2026 and separate International Protection (IP) from Ukraine accommodation and/or related costs. These categories can include consultancy, security and other services; inclusion does not establish that a supplier operates a centre. The official source records purchase orders including VAT. Paid Y is shown only where the entries were reconciled; unchecked entries are not labelled paid. Values are not profit or verified centre allocations. Historical spending and recorded centre status do not prove current operation. No matching row does not establish zero payments.
| Rank | Supplier | 2026 Q1 supplier category value | Mapped provider | Mapped centre(s) | UBO / person trail | Audit status |
|---|
Help fund the missing company records
Some ownership records are incomplete because we still need the underlying company filings. Reader donations will help pay for the shareholder returns needed to check those links.
Fundraising goal: €1,000
A working budget for about 400 paid CRO document images to build out the ownership map.
How we estimated the €1,000 target
Our six detailed case reviews identified 20 initial company filings. Applying that average to the map's 107 provider trails suggests roughly 360 documents at €2.50 each: €900. We allow another 40 follow-up documents (€100), bringing the research target to €1,000.
This is a planning estimate based on a small sample of complex cases, not a counted inventory of 400 missing files. The initial 20 documents below are included in the target, not an extra charge:
- Merrion House: 5 documents, €12.50.
- Citywest / Cape Wrath: 6 documents, €15.
- Bridgestock: 3 documents, €7.50.
- Holiday Inn Dublin Airport: 2 documents, €5.
- Red Cow / Guestford: 2 documents, €5.
- Allpro: 2 documents, €5.
Estimate checked 9 September 2026 against the CRO document-image fee. Newly identified companies and suppliers not yet mapped may require more files. Other registries and any payment-processing fees are outside this document budget. Buying these records does not guarantee complete beneficial-ownership verification.
We will check for records already available to us before buying duplicates and record actual document costs as purchases are made. We will revise the estimate as the research develops. The final cost of completing the entire map is not yet known.

7. Next audit steps
- Match every payment supplier to CRO/company-register records, including unlimited-company status and any cross-border holding entity.
- Reconcile supplier names to centre names using IPAS/HIQA inspection pages, planning files, fire-safety certificate registers, media reports and FOI/PQ returns.
- Separate IP accommodation, Ukraine accommodation, security, catering, management and related-cost suppliers where payment groups overlap.
- Publish standalone centre case files only after the named-centre, named-company and ownership evidence clears the source threshold and right-of-reply checks.
